Dr. Joycelyn Elders was the first Black person and second woman to serve as U.S. Surgeon General. She was also the first person in the state of Arkansas to become board certified in pediatric endocrinology. Prior to her position as Surgeon General, she was appointed by then-Governor Bill Clinton to head the Arkansas Department of Health. His research focused on problems of growth and juvenile diabetes, which led to the study of sexual behavior and advocacy on behalf of adolescents.
